Algerian Hacker Group "Jabaroot" attacks Moroccan Institutions again, targets Cadastre and Notaries

Algerian hacker group JabaRoot DZ has claimed responsibility for a cyberattack initially reported as targeting Morocco's National Agency for Land Conservation, Cadastre and Cartography (ANCFCC). Subsequent investigations revealed that the actual target was the Tawtik information system, a platform managed by the National Council of the Order of Notaries, not the ANCFCC directly.

The attacks were explicitly politically motivated. Jabaroot is justifying their actions as retaliation for alleged Moroccan cyberattacks on Algerian institutions. 

The hackers likely misunderstood Morocco's documentation process, believing the breached documents were stored in the ANCFCC database when they were actually processed through the notaries' platform. The breach reportedly occurred more than a year ago, with documents dating from 2022 to 2023, but the group chose to release them in June 2025 for maximum political impact.

The leaked information from the Tawtik platform included approximately 10,000 property ownership certificates from a database containing more than 10 million land titles, along with approximately 20,000 various documents such as:

  • Property ownership certificates and sales deeds
  • Civil status documents and copies of ID cards
  • Passports and banking documents
  • Powers of attorney and company formation records
  • Documents allegedly belonging to high-profile Moroccan officials, including Mohamed Yassine Mansouri, the director general of foreign intelligence

The group claims to have exfiltrated approximately 4 terabytes of data. The nature of the attack and the number of affected individuals is not disclosed.

Previously, the same group attacked Morroco's National Social Security Fund (CNSS) in April 2025.

Morocco's land registry agency (ANCFCC) temporarily suspending access to its online platform and subsequently closed the platform entirely to all professionals and users, reverting to paper-based filing and in-person payments at physical counters. All professionals, including notaries, lawyers, and users, were urged to process their filings and payments in person at land registry agencies until further notice.
