Illinois Data Breach Exposes Private Information of the most Needy
Take action: Any system that handles funds is a prime target for a cyberattack. Criminals don't care if they steal from those that most need financial assistance, so the same level of diligence in implementing and securing of systems is needed regardless whether the service is for the richest users or not.

The Illinois Department of Healthcare and Family Services (HFS) and Department of Human Services (IDHS) announced that there has been a data breach in the Manage My Case (MMC) portal of the State of Illinois Application for Benefits Eligibility (ABE) system. The ABE system is responsible for determining eligibility for State-funded medical benefits programs such as Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF).
During the breach, unauthorized accounts were created in the ABE system, which gained access to and linked with existing customer MMC accounts by using stolen personal information obtained from another source. The breached information includes names, social security numbers, recipient identification numbers, addresses, phone numbers, and income details. Potentially, individuals who have applied for or are receiving benefits through the ABE portal may be affected.
The departments have taken immediate action to address the breach and prevent any further unauthorized access. They have already informed the potentially affected individuals and the authorities. A dedicated helpline has been established to provide assistance and answer queries related to the incident. The departments strongly recommend that potentially affected individuals also reach out to consumer reporting agencies and the Federal Trade Commission for resources related to identity theft.
